What Habilitat Does: For 50 years, Habilitat has helped thousands of people to overcome and live beyond addiction. We have always remained self-sufficient through earned income generated through workplace development industries and two major fundraising events each year (Christmas tree sales and summer luau). We are the largest capacity treatment center in the state with 150 beds, and our success rate is three times the national average.
Habilitat’s Response to COVID-19: Two weeks prior to the state of Hawaii mandated quarantine, we placed the facility on lockdown to prioritize the health and safety of our residents. All workforce activities were cancelled, effectively shutting down any income coming into the organization. Programming, education and daily routines continue. However, we are providing services with 1/3 of our staff. As a precaution, we have three rotating teams who work for one week at the facility, then work at home for two weeks to ensure safety, health and capacity to continue services.
Cash Situation: As of Friday, March 27, 2020, we exhausted all of our cash funds. Access to emergency funds is very limited.
List of Needs (Monthly Bare Necessities Only):
Food for 110 residents per day with three meals and two snacks ($34,100); Staff payroll ($90,000); Medical ($16,000); Insurance ($7500); Utilities ($20,000) for a total monthly basic operations cost of $167,600. We are deferring an additional $54,000, which includes direct residential support for incidentals, vocational training, etc. ($22k), automobile maintenance ($18k), facility maintenance/repairs ($8k) and administrative costs ($6k).
Simple Budget Numbers: Our emergency quarantine plan involves rotating 2/3 of our staff every two weeks to avoid exposure and ensure staff availability for programming. We need $167,600 per month (see above) to survive the pandemic quarantine. Without the ability to work, we cannot continue our self-sufficiency model, as we have done for decades. It is very possible our luau will need to be cancelled this year, causing an additional loss of $500k. Should Habilitat close, many of our residents will have to return to prison or the streets, resulting in direct taxpayer costs of at least $6,745,200 per year.
Habilitat’s Contribution: Although we have a full quarantine in place, with no one leaving or entering the facility, we do have an institutional kitchen and culinary program. We are willing and able to prepare hundreds of meals per day to help feed the greater community. Our medical and food safety handling protocols and practices are above the recommended guidelines. We want to support the community with long-term solutions for food security. We can begin food production now for elderly, children and other vulnerable populations who are currently in need, and address potential future food insecurity (i.e., preparing and freezing meals). We also have a 100-line phone system with residents trained in sales as well as administrative processes and are ready to serve the community as a call center.
